For someone with no PULSE account. It must end in @3samericas.com or @3sindustry.com. They are not notified. If they ever create an account with that email, the device moves to it automatically and they can sign for it.
They get one notification and sign for the devices on their own PULSE. Each device shows Awaiting Signature until they do.
